But 2026 changed the deal, and you deserve the honest version. The 30 percent federal tax credit that used to erase nearly a third of the cost ended for systems completed after December 31, 2025. What's left is a 10 percent state tax credit and a sales tax exemption โ real money, but not enough alone to make the math as easy as the marketing suggests. The twist isn't the sun, it's the price: New Mexico's electricity rates are among the lowest in the Mountain West, so every kWh your roof makes is worth less than the same kWh in a high-rate state. Best production in the country next to below-average rates nets a typical payback of roughly 8.5 to 10 years โ solid, but a real number, not a sales pitch.

That's slower than the storm-surcharge spikes some coastal states have seen, but still a one-way ratchet: a rate growing 1.9 percent a year doubles in about 36 years, longer than most solar warranties but shorter than a system's useful life. April is New Mexico's best production month (index 173) โ long spring days, a high sun angle, and air that hasn't yet picked up summer's monsoon humidity. December is the slowest (index 130) as expected at this latitude, but even New Mexico's weakest month beats a cloudier state's summer peak. New Mexico Solar Incentives in 2026
Let's separate what's gone from what survived.
- Gone โ the 30 percent federal credit: The federal Residential Clean Energy Credit ended for installations completed after December 31, 2025, with no phase-out. If an installer's pitch still assumes it, that's a sign the rest of their numbers are stale too.
- Still here โ the Solar Market Development Tax Credit (SMDTC): A state income tax credit equal to 10 percent of purchase-and-installation cost, capped at $6,000 per taxpayer, and refundable โ any amount above what you owe is paid out as a refund. It covers systems installed 2020 or later and remains available through 2031, per EMNRD. It draws from a $30 million annual statewide cap, so it's first-come, first-served โ check current allocation status with EMNRD, and get your building-inspection certification and eligibility certificate before claiming it.
- Still here โ sales tax exemption: Solar equipment is exempt from New Mexico's gross receipts tax.
- Still here โ property tax exclusion: The added home value from solar is excluded from your property tax assessment, so panels raise your home's value without raising your tax bill.
- Partially โ leases and PPAs: Third-party-owned systems can still capture a separate federal business credit (48E) through 2027, but it belongs to the leasing company โ sometimes that shows up as a lower lease rate, sometimes it just pads their margin.
Watch for: a bill to raise the SMDTC to 30 percent with a $15,000 cap has been introduced in the state Senate but was not enacted as of this writing โ treat it as proposed only.
Net Metering: The PNM Small PV Program
Net metering credits you for the extra power your panels send back to the grid, so production you don't use immediately isn't wasted. Under Public Regulation Commission Rule 17.9.570, New Mexico's regulated utilities must offer net metering to systems under 10 kW; municipal utilities and co-ops aren't required to but many do.
PNM, the state's largest utility, runs this as two tiers, and the line between them matters. The Small PV Program (10 kW or under) banks your excess generation as a credit that never expires and rolls over at the full retail rate, up to 100 percent of your annual use โ anything beyond that is paid at PNM's lower avoided-cost "Rate 12." Cross into the Large PV Program above 10 kW and everything you export is instead paid monthly at that same lower Rate 12, with no retail-rate banking. That's a real cliff edge, so if your usage is borderline, it's often better to undersize slightly and stay under 10 kW than to chase a bigger system that drops your export value. If your roof or budget pushes toward a bigger system anyway, pricing out a battery for evening self-consumption sidesteps the export-rate question, since power you use yourself is worth full retail either way.
Community Solar: An Option If Your Roof Doesn't Work
Not every home is a good rooftop candidate โ renters, shaded lots, and north-facing roofs are common here. New Mexico's Community Solar program (Rule 17.9.573) lets you subscribe to a share of a local solar farm for a bill credit instead. It's mid-rulemaking in 2026 under PRC Docket 24-00258-UT, a separate proceeding from the net metering rule above โ don't confuse the two. Ask your utility whether a subscription is available in your area; it won't match owning a rooftop system, but it's a real option where rooftop isn't.
