Is Solar Worth It in Oregon in 2026?
Oregon is not one solar climate, it's two. Oregon's own state tax credit sunset in 2017 and was never replaced — what's left are capped, first-come-first-served cash rebates that can run out in days. West of the Cascades โ Portland, Salem, Eugene, most of the Willamette Valley โ winters are grey and wet, and even summer mornings can be overcast before burning off by afternoon. East of the Cascades, Central and Eastern Oregon sit in a rain shadow: Bend and Klamath Falls get dramatically more clear days and shorter payback for the identical system. Oregon Solar Incentives in 2026: No Credit, Just Rebates
Let's separate what's gone from what's actually here.
- Gone โ the 30 percent federal credit: The federal Residential Clean Energy Credit ended for installations completed after December 31, 2025, with no phase-out. If a quote still assumes it, the rest of the pitch is out of date too.
- Gone since 2017 โ Oregon's state tax credit: The old Residential Energy Tax Credit (RETC), worth $1.30/W up to $6,000, sunset permanently at the end of 2017 and was never replaced. Oregon shifted entirely to a rebate model instead.
- Still here โ Oregon Solar + Storage Rebate Program: A state cash rebate, not a credit: standard tier runs $0.20-$0.50/W (up to 40 percent of net cost, capped at $5,000), plus a separate storage rebate; a low/moderate-income tier pays up to $1.80/W (up to 60 percent, capped at $5,000). Funding is limited โ the program reopened June 15, 2026 with $1.1 million available and was fully claimed within days, then closed again with only a waitlist open. Treat timing as unpredictable, not a guarantee.
- Still here โ Energy Trust of Oregon: A utility-funded incentive for PGE and Pacific Power customers (roughly $1,100/kW up to $6,600 for PGE; roughly $900/kW up to $5,400 for Pacific Power) that stacks with the state rebate.
- Partially โ leases and PPAs: Third-party-owned systems can still capture a separate federal business credit through 2027, but it belongs to the leasing company โ sometimes that lowers your lease payment, sometimes it just pads their margin.
Marketing claims of "up to $12,000 in Oregon incentives" usually stack every program at once โ state rebate, Energy Trust, and storage โ for an income-qualified household with a battery. That's a real ceiling for some, not a typical outcome for an average buyer.
Net Metering in Oregon
Oregon requires full retail-rate net metering under ORS 757.300 and OAR 860-039, and every utility โ investor-owned, municipal, or co-op โ has to offer it, for systems up to 25 kW residential. Pacific Power's currently effective tariff (Schedule 135) credits exported energy "at the full retail rate for each rate component on the bill," and PGE operates under the same statutory framework. In plain terms: a kWh you send to the grid on a sunny July afternoon is worth the same as one you buy back on a foggy December evening.
One real exception, since a few installer blogs get it wrong: PGE's annual true-up each March forfeits leftover, unused credits to a low-income bill-assistance program at a lower avoided-cost rate. That narrow mechanic โ not your regular monthly export credit โ is the only place avoided-cost pricing applies. PGE has also floated a future reform proposal with a reported 20-30 percent credit reduction and a 10-year grandfather clause, but as of mid-2026 that remains a proposal, not an approved change. Confirm the current tariff with your utility before you sign anything.
Property Taxes and the East-West Divide
Oregon fully excludes the value solar adds to your home from property tax assessment (ORS 307.175) — your home is worth more, but your tax bill doesn't rise. One detail worth flagging if you're timing a purchase: this exemption is scheduled to phase out for systems installed after July 1, 2029. Systems installed before that date keep the exemption for life, so there's no urgency yet, but it's a calendar worth watching.
The bigger factor in most Oregon decisions is still geography. A system in Klamath Falls or Bend, in the high-desert rain shadow east of the Cascades, produces meaningfully more power per installed kW than the identical system in Portland โ which changes payback more than any single incentive here. Ask specifically how your quote's production estimate accounts for your side of the state.
